CALL FOR PROPOSAL-ANALYSIS OF THE FEMALE FOOD HERO(FFH) ENGAGEMENT STRATEGY
Introduction/ Background:
Despite the challenges faced by women in the agricultural sector, women are still thriving. They contribute their labour, thereby directly ensuring that Nigeria is food secure, and every Nigerian has access to nutritious and healthy food. OXFAM in Nigeria’s “Ogbonge Woman” is part of the global Female Food Hero Initiative.
The FFH initiative has seen an improvement in recognition of the contribution of Nigerian women to food security, created awareness on the issues affecting women small-scale farmers, and built leadership skills of rural women farmers to influence policies to work for them. The FFH initiative has provided a platform for women to raise their voices, thereby bringing notice to their issues and, therefore, action in their support while serving as role models to other women across the nation. Since its inception, the initiative has impacted women, either through their livelihoods or their ability to stand as champions for other women and advocate on their behalf. However, the engagement between Oxfam and the women seemed to have waned with time, with the other organizations benefiting more from the capacity Oxfam has created with the women to further their agenda.
Based on these challenges, we would like to conduct a case study analysis to understand better the challenges and opportunities in engaging the Ogbonge women in the Female Food Hero (FFH) Initiative in Nigeria to:
1.Assess the extent to which Oxfam’s engagement strategies contributed to or failed to contribute to the long-term sustainability of the FFH initiative and Oxfam’s ability to engage with the women sustainably. 2.Analyse the role of Oxfam’s internal systems and processes in contributing to the sustainable engagement of Ogbonge women in the FFH initiative.
Purpose of Consultancy:
The purpose of this consultancy is to review, identify, collate, analyze, synthesize, and document strategies, systems, processes, lessons learnt, experiences, and practices that have either supported or undermined Oxfam’s engagement with the Ogbonge women in the implementation of the FFH initiative in Nigeria.
The target audiences for this piece of work include:
Female Farmers: To share lessons and have their voices be heard on how best to engage with Oxfam. The findings will inform the future of the FFH initiative and help strengthen partnerships between female farmers and NGOs.
Oxfam Staff & Partners: To critically reflect and learn from the opportunities and challenges documented. The recommendations can be used to inform best practices in engaging with women’s organizations and social networks and can also be replicated in other countries. Recommendations to address internal challenges can also be addressed to ensure improved engagement with women’s organizations and movements.
Donors: The findings will be used to showcase what approaches/strategies work in bringing on board women’s voices in advocacy and influencing work. The findings are expected to show the strength of Oxfam’s work in partnering with women’s organizations and can support Oxfam’s efforts to find funding for this work further into the future. Management arrangements
A one (1) page budget covering all major costs: (N.B Oxfam prefers to pay an agreed price for the totality of the work including all field trips. This would be paid in phased installments outlined above)
A consultant will be selected in accordance with the procedures set out in the Oxfam Procurement Policy. Once the shortlist is finalized, the best-qualified consultant(s) for the above will be invited for negotiations of the terms of the contract. Oxfam invites bids from research teams or firms with the experience and skills described above.
Management Process
The work will be carried out in close collaboration with Oxfam Nigeria. Key management processes for the contract are described below:
Weekly updates with Oxfam’s TAP2 Project Coordinator
Receive final sign-off by Oxfam Head of Programmes
Approval will be done within a maximum of 1 week from submission drafts;
Oxfam reserves the right to accept or reject any bid to cancel the bidding process and reject all bids at any time before the award of the contract in compliance with the relevant provisions of Oxfam’s procurement policy and/or the Public Procurement Law of the Republic of Nigeria.

*Please note that Oxfam will deduct and remit to the Federal Inland Revenue Service (FIRS) a 5% withholding Tax for freelancers or 10% for firms from the total consultancy fees under the Nigerian Tax Law.
